 OEMA Members,

It is the beginning of March and the sun is shining (sometimes) in Eastern Oregon, but there is still a hint of snow in the air. Even though we still have frost on the ground every morning, the fog and gray and dark may be gone for another year. I hope.

OEMA Election
The name change and the OEMA bylaws change were approved by a majority vote of our members. The new name of our organization is Oregon Association of School Libraries (OASL). We are currently doing background legal work on the name change. We will be migrating slowly from the old name and acronym to the new.
We will be OASL dba (doing business as) OEMA during the transition from one name to the other.

Other Election Results
Congratulations to the newly elected officers and board members.
Merrie Olson is the new president-elect.
Victoria McDonald was elected Treasurer.
Ruth Murray was re-elected to the Higher Education Representative position.
Melinda Moorefield was re-elected to serve as our District Representative, and
Rebecca Brown was elected to the Middle School Representative position.
We welcome these newly elected individuals to the OASL Board and thank them for their willingness to work for our organization.

Spring Regional Conferences
Representatives from each OEMA Region have been working on the 2007 OEMA Regional Spring Conferences.

Region 5 Spring Conference

Let Kelly know if you are planning on attending so that she can know the count for lunch. Paper registrations are being sent out soon to folks in Region 5.

 

2. Library Counts Survey ----- Gregory Lum

School Libraries Count! is a national survey of school library media programs.
Please participate in a brief survey about your school library media program at http://www.aaslsurvey.org.

Respond by March 16 and your program will be entered in a drawing for one of five $50 gift certificates for ALA Graphics.
If you received a letter or postcard reminder, your school is part of a random sample, so a response from you is critical for the results to be representative.

Results of the baseline survey will be reported at the AASL 13th National Conference in Reno, Oct. 24-28, 2007.
Advocacy materials will also be developed using the data. After subsequent surveys, AASL will track and disseminate trend data.

3. OASL logo needed ----- Nancy Sullivan

As you may know, OEMA (Oregon Educational Media Association) is changing its name to OASL (Oregon Association of School Libraries).
In celebration of this change, we are having a NEW LOGO CONTEST!
The contest is open to students, teachers... everyone. OASL holds all rights to artwork submitted to the contest for use in stationery, t-shirts, and all other forms of promotion. The artwork should also be limited to one or two colors for ease of reproduction. Please submit your logo in .jpg format to:

Contest dates: March 5, 2007 through April 6, 2007.
The winning logo will be chosen by the OEMA/OASL Executive Board at their April 2007 meeting.
The winning logo designer will be notified within one week of the decision and receive lots of glory in addition to $100 cash.

1. Funding For OSLIS 2.0 Approved

In other action at their February 7th meeting, the State Library Board agreed to a Library Services and Technology Act Advisory Council recommendation to use $68,900 in FFY 2006 LSTA funds to create a new version of the Oregon School Library Information System that will launch this fall. The current version of OSLIS is about two years old.
OSLIS 2.0, as it is being called, will run on a content management system and will include some new features as well as a new design. The Board also approved an LSTA Advisory Council recommendation to begin to use approximately $36,000 in LSTA funds annually to provide information technology staff support for Library Development Services projects like Plinkit and OSLIS. The Board also approved a staff proposal to create an advisory council for Government Research and Electronic Services, and they heard a report from Inga Deckert of the State Treasurer's Office and Patty Sorensen, School Library Consultant, about "Reading is an Investment" a new program to increase financial literacy among elementary school students in Oregon. Sorensen assisted Deckert and her colleagues at the Treasurer's office to successfully launch the project this past fall.
The next meeting of the State Library Board will be held at the Corvallis-Benton County Library on April 18th.

2. OSL'S Photo Website Goes Live --- Oregon State Library

After several years of photo scanning and record creation, a website of selected images from our photograph collection is now available at OSL Photo Collection. So far we have two photo exhibits ready for viewing - the Siegmund Collection of photographs taken in the Santiam Canyon area between 1889 and 1891, and an exhibit of buildings and street scenes from all over Oregon. We plan to create several more exhibits in 2007 so keep watching our OSL web site.

3. Legislative Update --- Janet Webster OLA / Jim Tindall OASL

HB 2116, the Ready-to-Read Grant Program Revision, passed the House with one no vote. Now, it goes to Senate Education and Government Committee. We do not see any problems with getting it passed.
SB 5523, the State Library's Budget, passed out of Ways and Means on the 23rd. It was one of the first state agency budgets to get over the first hurdle.
SJR 10 and HJR 14, resolutions addressing the double majority, are alive. A hearing has been scheduled for SJR 10, so now is a good time to contact your senators about SJR 10! You can find OLA's issue brief and position on the OLA Legislative Network wiki: .
SB 370 mandating numbers of minutes for P.E. and its partner bills passed out of committee to Ways and Means. There was sentiment among some of the committee members that finding the money for statistics gathering (367) instruction (370) and assessment (372) would be a big challenge.
